What is your policy on civilians who have filed many complaints

Response to this request is long overdue. By law Independent Police Conduct Authority should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Independent Police Conduct Authority,
I would like to ask under the information act;
What is your policy on civilian's who have made many complaints? are they treated differently after a certain amount of complaints?
Is it compulsory that a complaint you have handed to the Police for investigation be investigated by an officer who isn't investigating any matter relating to the complainant?
A copy of any legislation, IPCA code or policy that outlines or makes reference to the above?
Does the IPCA re investigate a complaint if it is determined that the Officer who conducted a complaint investigation is conflicted?
A copy of any legislation - IPCA code or policy that outlines or makes reference to the above?
What are the actions the IPCA take after receiving a complete investigation file from the Police? i.e do they except what the Police, do they go over the entire file?
A copy of any legislation - IPCA code or policy that outlines or makes reference to the above?
How many Police complaints in the 5 years, have the IPCA
changed the Police conclusion of?
If a person has filed a complaint and you have sent it to the Police for investigation and then the person gives the Police further evidence about the Officer they have complained about, are the Police obligated to supply that to the IPCA?
A copy of any legislation - IPCA code or policy that outlines or makes reference to the above?
If the Police receive information that relates to an investigation file they have previously investigated and closed, are the Police obligated to investigate further? and are they obligated to pass the new information on to the IPCA for their files or for direction?
