Request for Information on Complaints and Remedies Related to Constable Identification

Lance D. Lavery made this Official Information request to Independent Police Conduct Authority

The request was successful.

From: Lance D. Lavery

Dear Independent Police Conduct Authority,

I acknowledge that the Independent Police Conduct Authority is not subject to the Official Information Act 1982. However, I kindly request your assistance in providing the following information regarding police constable identification:

1. Has the IPCA received complaints concerning police constables refusing to identify themselves when interacting with members of the public?
If so, how many such complaints have been lodged in the past five years?
What were the general findings or outcomes of these complaints?

2. Are there specific recommendations or guidelines issued by the IPCA to address such complaints, either for the public or for the New Zealand Police?

3. What recourse or remedies does the IPCA suggest or endorse for members of the public when a constable refuses to identify themselves?

4. Are there existing reports, case studies, or publications by the IPCA addressing broader accountability issues related to police officer conduct in public interactions? If available, I would appreciate access to these documents.

I make this request as a New Zealand citizen and would appreciate your response being provided through the fyi.org.nz website.

Thank you for considering my request. I look forward to your response.

Yours faithfully,

Lance D. Lavery

Kia ora Mr Lavery

You are correct, the Authority is not subject to the Official Information
Act. We nevertheless respond to requests for information as our limited
resources allow. We rely heavily on our website and public reporting.

This matter does come up from time to time but we don’t record complaint
topics to a level of detail that we can provide statistics on this. Police
officers wear a badge on the shoulder of their uniforms with their QID
(unique ID number). This is sufficient to identify the officer. The
Authority expects officers to show or give their QID on request but we
generally do not consider it misconduct if they don’t.

People are able to make a [1]complaint to Police or [2]to the Authority.

Our public reports on our [3]independent investigations and [4]thematic
reviews are available on our website.  Thank you for your interest in the
work of the Authority.

Ngâ mihi
