Dear Independent Police Conduct Authority,
I acknowledge that the Independent Police Conduct Authority is not subject to the Official Information Act 1982. However, I kindly request your assistance in providing the following information regarding police constable identification:
1. Has the IPCA received complaints concerning police constables refusing to identify themselves when interacting with members of the public?
If so, how many such complaints have been lodged in the past five years?
What were the general findings or outcomes of these complaints?
2. Are there specific recommendations or guidelines issued by the IPCA to address such complaints, either for the public or for the New Zealand Police?
3. What recourse or remedies does the IPCA suggest or endorse for members of the public when a constable refuses to identify themselves?
4. Are there existing reports, case studies, or publications by the IPCA addressing broader accountability issues related to police officer conduct in public interactions? If available, I would appreciate access to these documents.
