I note that while "national security" may be cited as a potential withholding ground, this cannot lawfully be extended to conceal the unauthorised deployment of military‑grade hardware, directed‑energy capability, or restricted military frequency emissions against New Zealand civilians within their own communities. No legitimate national security purpose operates outside domestic law, the Bill of Rights Act 1990, or fundamental protections against harm to citizens. This request seeks confirmation of legality and proper oversight — not sensitive operational methods.

1. Does New Zealand Police senior leadership hold any knowledge, briefings, or advice that SouthPAN / “smart streetlight” infrastructure transmits on restricted military‑only frequency bands including 850–950 MHz defence fixed band, 1500–1600 MHz L‑band military satellite, and 2850–3150 MHz S‑band military surveillance?

2. On the occasion when Police attended and supervised the installation of an unmarked compact equipment box at the boundary hedge of 399 Elles Road (adjacent to 401 Elles Road invercargill) following a vehicle crash through the hedge several years back — was this unit confirmed to be standard public utility infrastructure, or was it identified as defence, communications, or special‑purpose equipment?

3. Are there any agreements, memoranda of understanding, or internal briefings between New Zealand Police, Lockheed Martin, SouthPAN operators, or the New Zealand Defence Force regarding the deployment, capability, or operation of this roadside and boundary infrastructure?

4. Has any senior police officer been briefed that these streetlight or boundary units in this area contain phased‑array beam‑steering or directed‑energy capability?

5. If unauthorised transmissions on restricted bands are identified from public infrastructure, will Police refer this to Radio Spectrum Management for formal investigation?

6. Do Police acknowledge that phased‑array beam‑steering hardware operating on military‑restricted frequency bands constitutes military‑grade defence capability? If so — does Police confirm unauthorised deployment of this equipment in civilian areas constitutes serious criminal and national security concerns, requiring referral to criminal investigation, Defence oversight, and national security authorities?

For absolute clarity

I am aware that New Zealand Police have had oversight awareness of this infrastructure — and evidence confirms this extends to senior levels. It is reasonable to conclude frontline personnel would have no knowledge whatsoever of its intended functions. I acknowledge that Police do not make political decisions, define infrastructure specifications, or authorise such deployments — and the vast majority of officers are honest public servants carrying out their duties. This communication is not intended as criticism of individual staff.
However, it is equally clear from evidence that significant aspects of this system could not have been implemented or sustained without formal oversight and sanction at senior levels. Should harm to citizens be permitted to continue with full awareness, that becomes a matter of far greater gravity.
Primary responsibility for planning, installing, and concealing this infrastructure rests firmly with Council, associated agencies, and controlling bodies — and these matters will be pursued principally through those channels. This inquiry to Police is therefore intentionally limited in scope.
That said, it remains essential that any questions raised here are answered fully and truthfully. These matters remain contained and manageable only so long as all parties respect proper limits. Where lines are overstepped or unnecessary obstacles created, the focus must inevitably broaden. The extent of accountability rests entirely upon conduct.
