Dear Nz police.

For absolute clarity

I am aware that New Zealand Police have had oversight awareness of this infrastructure — and evidence confirms this extends to senior levels. It is reasonable to conclude frontline personnel would have no knowledge whatsoever of its intended functions. I acknowledge that Police do not make political decisions, define infrastructure specifications, or authorise such deployments — and the vast majority of officers are honest public servants carrying out their duties. This communication is not intended as criticism of individual staff.
However, it is equally clear from evidence that significant aspects of this system could not have been implemented or sustained without formal oversight and sanction at senior levels. Should harm to citizens be permitted to continue with full awareness, that becomes a matter of far greater gravity.
Primary responsibility for planning, installing, and concealing this infrastructure rests firmly with Council, associated agencies, and controlling bodies — and these matters will be pursued principally through those channels. This inquiry to Police is therefore intentionally limited in scope.
That said, it remains essential that any questions raised here are answered fully and truthfully. These matters remain contained and manageable only so long as all parties respect proper limits. Where lines are overstepped or unnecessary obstacles created, the focus must inevitably broaden. The extent of accountability rests entirely upon conduct.
