LGOIMA Request — Campbell Squared / Strategicly Consulting / Scott
Campbell — period of Steph O’Sullivan’s Chief Executive tenure

This is a request under the Local Government Official Information and
Meetings Act 1987.

Please provide the following information for the period 1 November 2018 to
31 July 2024, being the period during which Ms Steph O’Sullivan was Chief
Executive of Whakatāne District Council:

All contracts, letters of engagement, purchase orders, invoices, payment
records, procurement approvals and scopes of work relating to:
a. Campbell Squared Communications Limited;
b. Strategicly Consulting Limited;
c. Scott Campbell;
d. Angela Campbell; and
e. any related entity or trading name associated with Campbell Squared or
Strategicly Consulting.
Without limiting paragraph 1, all documents relating to any engagement of
Scott Campbell, Campbell Squared or Strategicly Consulting in connection
with:
a. the Whakaari / White Island eruption response or recovery;
b. crisis communications;
c. media management;
d. strategic communications;
e. iwi / hapū / Māori engagement;
f. public consultation or community engagement;
g. executive coaching, organisational strategy, reputation management or
governance advice.
All procurement documents relating to any such engagement, including:
a. request for quote, proposal, tender or direct appointment material;
b. approval memoranda;
c. delegated authority relied upon;
d. reasons for direct appointment, if applicable;
e. conflict of interest declarations or assessments;
f. records identifying the staff member or office holder who approved the
appointment.
All emails, memoranda, file notes, Teams messages, diary entries or other
records between or referring to:
a. Steph O’Sullivan and Scott Campbell;
b. Steph O’Sullivan and Campbell Squared;
c. Steph O’Sullivan and Strategicly Consulting;
d. Whakatāne District Council staff and Scott Campbell / Campbell Squared
/ Strategicly Consulting,
where those communications relate to any actual or proposed engagement by
Council.
Any declaration of interest, conflict of interest declaration,
relationship disclosure, or procurement conflict assessment made by or
concerning Ms Steph O’Sullivan in respect of Scott Campbell, Campbell
Squared, Strategicly Consulting, or any associated person or entity.
Any records referring to Reuben Araroa in the context of any project,
meeting, communication, consultation, strategy or engagement process
involving Scott Campbell, Campbell Squared or Strategicly Consulting.
Any register entry, gifts/hospitality disclosure, declaration of interest,
or similar record held by Council for Ms O’Sullivan which refers to:
a. Scott Campbell;
b. Campbell Squared;
c. Strategicly Consulting;
d. Te Rūnanga o Ngāti Awa;
e. Reuben Araroa;
f. Tourism Bay of Plenty;
g. Toi EDA;
h. any Whakaari / White Island communications or recovery engagement.

If any part of this request is refused, please identify the specific
ground relied upon under LGOIMA and provide the information in redacted
form where possible.

Given the public-interest nature of this request, particularly in relation
to procurement, conflict management, crisis communications and senior
executive decision-making, please also consider whether any privacy
interest is outweighed by the public interest in release.
