On TVNZ1 Breakfast today you said:
"My job, the last week has been hitting the phones hard with the international leaders
...
Some [countries] are now following our four phase model"
Please supply the following information under the Official Information Act (OIA):
1. Details of any calls to "International Leaders" during the week 23rd - 29th March including:
a. Date/Time of call
b. Duration of call
c. Which party initiated the call
d. Participants in the call. I'm happy for names of any staffers/translators etc to be redacted and replaced by title/role
e. Short Summary of the primary purpose of the call
f. Notes/minites from the call.
2. A list of all countries that are following NZ's four phase model

In relation to item 2 of my request:
2. List of all countries that are following New Zealand’s four phase model
I note that you have refused it under section 18(e) of the Act on the basis that there is no list of countries following New Zealand’s model.
I refer you to the Ombudsman's advice on section 18(e):

In particular:
Information held in the minds of employees that has not yet been reduced to writing.
Such information must be known to the individual (meaning it is clear, certain or
established), and able to be recalled. Obviously, the more recent the information, the
more likely it can be recalled. On request, any unrecorded information should be
reduced to writing and released, unless there is a good reason for withholding. Reducing
unrecorded information to writing does not amount to the creation of new information.
Rather, it is the provision of existing information in a different form.
Surely, when the Prime Minister made the statement "Some [countries] are now following our four phase model" he had at least one country in mind.
As such I would argue that this information is "held" and should be reduced to writing and release

Thank you for your follow-up query of 18 April 2026 after receiving our
response to your request under the Official Information Act 1982 (the Act)
of 30 March 2026. Following our response, you provided a link to Ombudsman
guidance on refusals under section 18(e) of the Act and noted that
information includes information in the minds of officials. You asked:
“Surely, when the Prime Minister made the statement "Some [countries] are
now following our four phase model" he had at least one country in mind.
As such I would argue that this information is "held" and should be
reduced to writing and release.”
Although officials are aware of other countries that have adopted a
four-phased to fuel security in response to the conflict in the
Middle-East, there is not information held in relation to responses
adopted by other countries that are ‘following New Zealand’s model’. As
noted in the response, countries develop individual responses to meet
their own needs and conditions.
For example, we are aware Australia has also adopted a four-level fuel
security plan, which you can find more details about on the Australian
Department of the Prime Minister and Cabinet’s website at:

We are also aware that the Republic of Korea (South Korea) has adopted a
four-level fuel security plan.
I remind you that you are entitled to ask the Ombudsman to review any
response you receive to a request for official information under section
28(3) of the Act.
