Official Information Act request: Phone calls with international leaders and countries 
following New Zealand’s four phase model 
 
Thank you for your Official Information Act 1982 (the Act) request, received on 30 March 
2026. You requested: 
 
On TVNZ1 Breakfast today you [the Prime Minister] said: 
‘My job, the last week has been hitting the phones hard with the international 
leaders 
... 
Some [countries] are now following our four phase model’. 
 
Please supply the following information under the Official Information Act (OIA): 
 

1.  Details of any calls to ‘International Leaders’ during the week 23rd - 29th 
March including: 
a.  Date/Time of call 
b.  Duration of call 
c.  Which party initiated the call 
d.  Participants in the call. I'm happy for names of any staffers/translators 

etc to be redacted and replaced by title/role 
e.  Short Summary of the primary purpose of the call 
f.  Notes/minutes from the call. 
 

2.  A list of all countries that are following NZ's four phase model.” 
 
Partial transfer of your request 
 
I believe the information requested in Parts 1(b), 1(c), and 1(f) of your request are more 
closely connected to the functions of the Ministry of Foreign Affairs and Trade (MFAT). 
Accordingly, I have decided to transfer these parts of your request to MFAT under section 
14(b)(ii) of the Act.  
 
As it is already outside of the ten working day time limit for transferring a request, I have 
extended this time limit by 10 working days under section 15(A) of the Act. This extension is 
required because of the consultation needed to make a decision on your request. 
 
MFAT has the usual time limits under the Act from receipt of this transfer to make a decision 
on your request. 
 
 
 

 
Information to be released 
 
Please find below my responses to Parts 1(a), 1(d), 1(e), and 2 of your request.  
 
Part 1 – Details of calls to international leaders during the week 23 to 29 March 2026 
 
(a) Date and time of call 
 
The dates and times of calls made between the Prime Minister and international leaders 
during the period 23 to 29 March 2026 are listed below: 
 
•  9pm on 23 March: Prime Minister Wong, of Singapore 
•  3:15 pm on 24 March: Prime Minister Anwar, of Malaysia 
•  5:30 pm on 24 March: President von der Leyen, of the European Commission 
•  9pm on 24 March: President Lee, of the Republic of Korea 
•  7:30 pm on 27 March: Prime Minister Rabuka, of Fiji 
 
(d) Participants in the call 
 
On the New Zealand side, the participant for each call was the Prime Minister, Rt Hon 
Christopher Luxon. Each of the calls was also attended by staff from this office and officials 
from the Department of the Prime Minister and Cabinet (DPMC). 
 
(e) Short summary of the primary purpose of the call 
 
For all the calls listed in (a) above, the purpose was to discuss the trajectory of the Middle 
East conflict, fuel security, and supply chain resilience. 
 
2. List of all countries that are following New Zealand’s four phase model 
 
We have understood this part of your request to relate to New Zealand’s Fuel Response 
Plan, which has been developed to address the fuel supply uncertainty being driven by the 
conflict in the Middle East. 
 
We are aware that other countries have a similar model to New Zealand’s four-phased 
approach. However, countries develop individual responses to meet their own needs and 
conditions. Accordingly, this part of your request is refused under section 18(e) of the Act on 
the basis that there is no list of countries following New Zealand’s model. 
 
You have the right to ask the Ombudsman to investigate and review my decision under 
section 28(3) of the Act.
