Thank you for your follow-up query of 18 April 2026 after receiving our
response to your request under the Official Information Act 1982 (the Act)
of 30 March 2026. Following our response, you provided a link to Ombudsman
guidance on refusals under section 18(e) of the Act and noted that
information includes information in the minds of officials. You asked:

 

“Surely, when the Prime Minister made the statement "Some [countries] are
now following our four phase model" he had at least one country in mind.

 

As such I would argue that this information is "held" and should be
reduced to writing and release.”

 

Although officials are aware of other countries that have adopted a
four-phased to fuel security in response to the conflict in the
Middle-East, there is not information held in relation to responses
adopted by other countries that are ‘following New Zealand’s model’. As
noted in the response, countries develop individual responses to meet
their own needs and conditions.

 

For example, we are aware Australia has also adopted a four-level fuel
security plan, which you can find more details about on the Australian
Department of the Prime Minister and Cabinet’s website at:

We are also aware that the Republic of Korea (South Korea) has adopted a
four-level fuel security plan.
