Dear Kāinga Ora–Homes and Communities,

I am requesting information under the Official Information Act 1982.
I am concerned about Kainga Ora employment practices with previous OIA request Head of Data, and others https://fyi.org.nz/request/30092-declare... and , https://fyi.org.nz/request/33099-kainga-... .
I am a New Zealand citizen located physically in New Zealand.

1. As at 19 December 2025, please provide the following information:
• how many of the Chief Information Officers direct reports did the CIO know prior to their tenure at Kainga Ora?
• for the roles that were held - as at 19 December 2025 - by people known to the CIO prior to their tenure at Kainga Ora, were those roles advertised on the Kainga Ora careers webpage? If the roles were advertised on the Kainga Ora careers webpage, how many internal applicants applied for those roles, and of those internal applicants that did apply how many were interviewed?
• of those that were known to the CIO prior to their tenure at Kainga Ora, did the CIO declare this per Conflict of Interest?
• of those that were known to the CIO prior to their tenure at Kainga Ora, was the CIO included - in any way whatsoever - in their employment/contracting? This includes but is not limited to whether the CIO was involved at any stage for example short listing, interviewing, sign offs, and so on.

For the removal of doubt, the following notes apply:
Note A - “direct reports” means those appearing directly below the CIO on the ‘org chart’.
Note B - “know prior” includes any prior connection whatsoever. For example, including but not limited to personally, professionally, or any other way.
Note C - Do not exclude Contractors or Consultants from the scope of this OIA request. This OIA includes all people regardless of employment type.

2. Prior connection between Matthew Cockett and Tracey Taylor. A number of staff report that Matthew/ Tracey said they knew each other prior to their working relationship at Kainga Ora. Please provide the following information:
• Given the staff reports of what was said, did Matthew and Tracey know each other in any way, shape, or form prior to working together at Kainga Ora? This includes but is not limited to prior professional working relations, personal connection, LinkedIn connection and so forth.

3. The recently appointed Head of Data and Insights won’t report to the Chief Financial Officer anymore but will report to the CIO. Please provide the following information:
• What is the cost associated with this structural change?
Note A - For the removal of doubt, “cost” includes both financial and time. If an exact cost cannot be provided, rather than decline the request please provide an estimate.

The OIA requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are

Thank you for your request of 17 February 2026 requesting, under the
Official Information Act 1982, information about the current Chief
Information Officer and any prior relationships he may have had with
contractors.

 

On 18 March 2026 we notified you that we were extending the time frame for
responding to your request by up to 20 working days under section 15A of
the Act

 

We have considered your request under the Act, and can advise you that we
have decided to provide you with information requested. However, the
administrative process for releasing this information is taking longer
than anticipated. We expect to provide you with a full response as soon as
possible.
