Under the Official Information Act 1982, I request:
1. The integrated analysis demonstrating how New Zealand simultaneously achieves:
Net zero emissions (excluding biogenic methane) by 2050
~2% annual GDP growth (Treasury/IMF projections)
Population growth to ~6 million (Stats NZ)
If no integrated analysis exists, confirm this and identify who approved these targets without one.
2. The per capita emissions pathway. Current: ~16 tonnes CO2e. Required by 2050: near zero (non-biogenic). Population increasing 13%. GDP increasing. What's the physical mechanism? If no pathway analysis exists, confirm this.
3. Names and roles of officials who signed off on simultaneous achievement of these targets.
I can recognise when institutional planning contradicts physical constraints. I see the same pattern here—multiple agencies publishing targets that assume independent achievability without integrated feasibility analysis.
I'm not asking for policy justification. I'm asking for physics.

believed to be held by the Minister of Climate Change. Section 14 of the
Act requires us to transfer your request to that agency in these
circumstances.
It is important to note that the Commission is not responsible for setting
targets, nor does it approve or "sign off" on them. The Commission’s role
is to inform the Government’s decision-making in this regard.
I am therefore notifying you that we have transferred the part of your
