Dear Palmerston North City Council,

Major roadworks on Ferguson Street at the Linton Street intersection in Palmerston North were part of a larger safety improvement project that concluded in late 2023.

Part of the redesign was the Ferguson and Linton Street intersection, which was intended to be modified to a left-turn-only exit. Motorists were to be no longer permitted to make right-hand turns from Linton Street onto Ferguson Street to prevent crossing four lanes of high-speed traffic. At the time, the plans shown and sent out to neighbouring properties clearly showed a traffic island to be constructed to prevent the right-hand turn.

Why was this never completed, or modified to the extent that now, it is only an "option" to not turn right, with just one small insignificant sign designating this?

There is often traffic backed-up down Linton Street, because somebody at the front of the queue wishes to turn right, or cross four lanes of traffic.

Is this going to be rectified to the original 2023 plan?

I refer to your official information request (our ref: SRC0379829)
received on 08/01/26 for information about roadworks on Ferguson and
Linton Street intersection.

 

Our response

Our Principal Transport Planner has reviewed your query alongside the
approved construction plans and the completed post construction Safe
System Audit. Based on this review, we can confirm the following:

o The original construction drawings for the Ferguson Street / Pitt
Street / Linton Street upgrade clearly show the layout as it exists
today, including the traffic island arrangement at the Linton Street
approach and the left turn only requirement. There were no amendments
made to replace the island with a physical barrier prohibiting right
turn movements.
o A post construction Safe System Audit was undertaken in October 2023.
The audit confirmed that the intersection was upgraded in line with
the design plans and functions as intended within the overall Ring
Road network.
o At the time of commissioning the audit, concerns were raised about
driver behaviour and delays associated with vehicles attempting to
travel straight or attempting right-turn movements from Linton Street,
which was contributing to queuing and congestion on Linton Street.
o In response to these concerns, the signage was updated. The original
“No Right Turn” signage was replaced with “Left Turn Only” signage to
provide clearer direction and improve safety and operational
efficiency at the intersection.
o There is no current proposal to redesign the intersection or install a
full physical divider preventing right turn or through movements.
However, Council will continue to monitor the intersection’s
performance and safety, and operational issues such as queuing and
driver behaviour will be considered as part of our ongoing network
management and safety review processes.

This is not how I recollect the original plan to be - there were design drawings of the original intersection showing that a full traffic island would block the crossing of four lanes of Ferguson Street from Linton Street. This seems to have disappeared from record.
