Please provide all information held in relation to the decisions made to instate no dumping signage, including costs and alternative measures considered, as well as any information related to why alternative options were not actioned. Particularly related to Mangaroa/Blue Mountains/Whitemans Valley, but please also include information for other areas.
Please also include annual costs to council for clearing of dumped rubbish along rural/rural fringe roads and the number and location of all dumping reports over the last 10 years.

Decision on your request for information.

 

I refer to your request for information dated 28 December 2025 regarding
‘no dumping’ signage and dumping reports.

 

We have considered your request and decide to grant it; however, we are
withholding some information to protect the privacy of natural persons
under section 7(2)(a) of the Local Government Official Information and
Meetings Act 1987 (LGOIMA) and declining a portion of your request for
information we do not hold under section 17(e) of the LGOIMA. This is
discussed further below.

 

Documents about the decisions made to instate no dumping signage,
including costs and alternative measures considered

 

Please use [1]this link to view the emails dating back to July 2021. This
correspondence outlines the discussions about the increase in the Waste
Levy and the impact this would have on illegal dumping. It also outlines
the considerations of signage and video surveillance. There was discussion
about the most appropriate locations to install these signs and what the
signs should look like. We considered that the locations of any potential
signs also needed to be open areas, away from banks or slopes and away
from streams and drains.

 

We installed signs thereafter at:

 

o Moonshine Hill Rd
o Wallaceville Hill Rd
o Keith George Park
o Akatarawa Rd
o William Durant Drive and
o The summit of Mangaroa Valley Road.

 

The price to supply and install the signs was $2990 in October/ November
2022 for eight signs. This equated to $373.75 for the supply and
installation of each sign. In total we currently have 9 ‘No Dumping’ signs
on the network. Overall, costs for the sign supply and installation
equates to $4700.

 

In May 2024, we installed three further signs, at:

o The top of Wallaceville Road, near to the lookout.
o On Blue Mountains Road, one half-way up and the second near to the
lookout.

 

Earlier treatment at the Blue Mountains Road lookout included the
installation of a wooden rail fence to prevent cars being rolled over the
edge of the bank (which can be considered dumping). The installation of
the sign was to reinforce the earlier rail installation at the top of the
bank. The cost of the no dumping sign for supply (only) was $373.50 and
$200 for installation for the one additional sign, given we had two in
stock from our previous order of eight.

 

Annual costs to council for clearing of dumped rubbish along rural/rural
fringe roads and the number and location of all dumping reports over the
last 10 years.

 

Please use [2]this link to view a spreadsheet named ‘Assets list of
dumping’ which provides the information on the date of the report received
by members of the public, the date of the attendance to site, and the
location of the report. There is also some additional information, such as
resolution comments. Please note that some information has been redacted,
marked out by ‘[Redacted]’ to protect the privacy of natural persons under
section 7(2)(a) of the LGOIMA. We have prepared this document from a
larger spreadsheet which contained information which was irrelevant /
outside of the scope of your request. We note that we only hold
information dating back to 2019 (approximately 7 years, and we do not hold
information for the earlier three years. Therefore, we are declining this
portion of your request under section 17(e) of the LGOIMA as we do not
hold that portion of the information you have requested.

 

We are declining your request for the annual costs to Council for clearing
of dumped rubbish along rural / rural fringe roads under section 17(e) of
the LGOIMA as we do not hold the information you have requested. The costs
associated with clearing the dumped rubbish in the road corridor has been
incorporated into wider road cleaning maintenance contracts and we are not
charged for individual instances of clearing dumped rubbish. Rather, we
can request maintenance crews attend sites in response to reports from the
public (as can be seen in the enclosed spreadsheet), and the cost of doing
so is covered by the existing maintenance contract.
