Economic benefit of Pandas

Dear The Treasury,

Earlier this year it was reported that Prime Minister John Key said that the economic benefit to New Zealand of obtaining Pandas for a New Zealand Zoo would be "huge".

Under the Official Information Act, I would like to request any and all documents, correspondence, advice, or information The Treasury has prepared, sent, or received on, or about, Pandas since 1 January 2010.

Of specific importance would be any documents, correspondence, advice or information prepared for, sent to, or received from: the Prime Minister and/or his office, or the Department of Prime Minister and Cabinet (DPMC).

I would also like to be provided with answers to the following questions:

1) At any time since November 2008 has The Treasury been involved in the creation of any economic forecasts for the likely benefit or cost of Pandas to the New Zealand economy?

2) Has The Treasury been consulted by any of the following about the economic benefits or costs of obtainingPandas:
- the Prime Minister
- the Prime Minister's office or DPMC

3) What possible economic implications are there for New Zealand in securing Pandas for a New Zealand zoo?

This is a worrying trend. I have seen this type of response before, where an agency asks for a personal email or postal address in order to establish eligibility under s 12. Ironically, they also state it will allow them to more promptly reach the requester (yes, that's right. Postal will be faster than an email to the FYI site). To me, it seems like a deliberate delaying and hindrance tactic which I would hope does not become a regularity.

If you do provide them with personal details outside of FYI.org.nz, please tell them that "for the purposes of OIA s16(2) my preferred way of receiving information is by email reply to the FYI.org.nz address from which you received the request" or words to that effect.

Since this is now standard Treasury practice, I will put a notice on the organisation page similar to that on some other agencies that do this.
