Treasury confirmed that the comments to MfE were in a report titled "Climate Change: New Zealand's post 2020 emissions reduction target" and refused my request under Section 18(d) as the report was included in a release of information on Treasury's website (17 September 2015, "Advice regarding New Zealand's 2020 Climate Change Target" http://www.treasury.govt.nz/downloads/pd... 20, documents, 113 pages). The report "Climate Change: New Zealand's post 2020 emissions reduction target" is pages 84 to 96 of the 113 pages. It has 14 redactions made under Section 9(2)(j). So I have lodged a complaint with the Ombudsmen.

This document is "Climate Change - New Zealand's post 2020 emissions target", report # T2015/1273, file #SH-10-8. Date 19/06/2015.
The version of the paper released earlier on the Treasury website had 14 redactions made under Section 9(2)(j) OIA (negotiations). Due to the passage of time, this version has no redactions except cell phone numbers.
In this paper, Treasury advise its 3 ministers (English, Bennett, Joyce) to oppose the Minister for Climate Change's proposed post 2020 all-sectors emissions reduction target of 10% below 1990 by 2030. Treasury prefer a 'split' target with 'less' coverage of agriculture
The proposed 'split' target is;
1) reduce carbon dioxide emissions 25% below 1990 levels by 2030
2) reduce the emissions intensity of agriculture below business-as-usual, with target & measures agreed by 2020.
See 'page 8' (the 10th of 15 pages).
