Dear Mr Mahan, Mr Fordham and Board Members,
In the 2024 Auditors' Report for the year ended 31 December 2023, it was noted:
“Breach of Legislation Relating to the enrolment of an International Student......The School enrolled and met the costs of one international student in the year ended 31 December through a scholarship.....”
I am writing to formally request details regarding scholarships awarded by Westlake Boys' School to overseas students (non-New Zealand citizens).
Specifically, I seek the following information relating to the year 2024:
1. The number of overseas applicants for overseas scholarships in 2024
2. The number of successful overseas applicants in 2024
3. The criteria and or rubic used to assess scholarship application
For each overseas student who was awarded in 2024, please provide:
1. The years during which the overseas student attended WBHS
2. The total value of the scholarship received per year of attendance
3. A breakdown of benefits provided or paid on behalf of the student, including the monetary value per category.
Examples of categories (not an exhaustive list)
a. International Tuition Fees waived
b. International Student Levies waived or paid on behalf of the student
c. Insurance
d. Accommodation / Homestay fees
e. International Airfares
f. Uniform
g. Domestic Sports Fees
h. International Tournament expenses

Dear Ms Walsh,
Thank you for your OIA request received on 4 December 2025. You have
asked for specific details regarding scholarships awarded by our school to
overseas students in the year 2024.
Our school did not offer any scholarships to overseas students in 2024.
As such the remainder of your questions would each receive a “nil”
response.
You have commented on the auditor’s note for 2023 regarding costs of one
international student being met by the School “through a scholarship”.
While payment was made in respect of one student, and the auditor has
characterised it as a “scholarship”, it was rather a case of the school
stepping in when sponsorship, which is allowed under the Education and
Training Act 2020, fell through. That is why it is noted in the auditor’s
report. No such payments were made in 2024 or 2025.
We can also confirm that no scholarships were offered to overseas students
in 2025, and none have been offered for 2026.
