Dear New Zealand Transport Agency,
I am requesting information relating to the external review of Waka Kotahi’s regulatory functions conducted by MartinJenkins and how its findings have informed both the Phase 1 restructure and planning for Phase 2.
To keep the scope focused, I am specifically requesting the following:
1. The MartinJenkins external review outputs
– the final report, and
– any draft, interim, or summary versions held by Waka Kotahi.
2. Documents that record how findings from the MartinJenkins review were used to develop restructuring options for Phase 1 and inform planning for Phase 2.
This includes ELT, SLT, or governance papers that reference or rely on the review.
3. Any options analysis, advice, or recommendations provided to senior leaders describing how the MartinJenkins findings were considered, adopted, modified, or not adopted.
4. Documents that explain changes made between the proposed Phase 1 structure issued for consultation and the final approved structure, including the rationale for these changes.
(For clarity, this is not a request for all emails, only the decision-making documents or advice that records the reasons for altering the proposal.)
If multiple versions of any document exist, please provide the most recent versions held at the time of the Phase 1 decision and any current versions relating to Phase 2.
