Request made under the Official Information Act 1982
Thank you for your email of 21 November 2025 requesting the fol owing information under the Official
Information Act 1982 (the Act):
1. The MartinJenkins external review outputs – the final report, and – any draft, interim, or
summary versions held by Waka Kotahi.
2. Documents that record how findings from the MartinJenkins review were used to develop
restructuring options for Phase 1 and inform planning for Phase 2.
3. This includes ELT, SLT, or governance papers that reference or rely on the review.
4. Any options analysis, advice, or recommendations provided to senior leaders describing
how the MartinJenkins findings were considered, adopted, modified, or not adopted.
5. Documents that explain changes made between the proposed Phase 1 structure issued
for consultation and the final approved structure, including the rationale for these changes.
(For clarity, this is not a request for al emails, only the decision-making documents or advice
that records the reasons for altering the proposal.)
On 19 December 2025, we extended the timeframe for responding to your request.
I can advise that NZ Transport Agency Waka Kotahi (NZTA) has made a decision to release the
information that fal s within the scope of the above request to you, and it wil be provided to you
without undue delay. We expect to be in a position to provide this to you on or before 20 February
2026.
During this time, NZTA wil be finalising the information for release. Please note that certain
information wil be withheld under the provisions of the Act, including, but not limited to:
• section 9(2)(a): to protect the privacy of natural persons, including that of deceased natural
persons;

Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision on your
request. The contact details for the Ombudsman can be located at www.ombudsman.parliament.nz.
In line with NZTA policy, this response wil soon be published on our website, with personal
information removed.
