Economic report on Thorndon Quay changes

Dear Wellington City Council,
In the DomPost article "Thorndon golden ‘mile’ upgrade turns area into ‘ghost town’" Matt Prosser notes that "a report into spending in the area was being finalised and would likely be released later next week." (the article was published 10th Oct, so "later next week" would have meant by 17th October).
In separate, private, correspondence, Diane Calvert stated on 28th October that "The report has been delayed whilst further information is being gathered over the next few weeks, in particular from local businesses impacted. As yet there is no date for the release of the finalised report."
I request:
1. Any correspondence, including direct messages (e.g SMS, whatsapp) and emails, between Councilors and Council staff in relation to this report, between the dates of 1 October and 18 November.
2. Any draft copies of the report that were made available, in any form, to Councilors between 1 October and 18 November.
3. Any correspondence, meeting notes, briefing material, that were provided to the CEO in relation to his comments to the Dominion Post for that article
4. Any correspondence between the council and local businesses between 1 October and 18 November where information is sought from and/or provided by those businesses in relation to the report

changes/consumer spend in TQ spend – [1]Changing Lanes 3 (looks at TQ,
Karori & Island Bay) and the [2]TQ baseline monitoring report (sets a
benchmark for future monitoring of multiple elements including road usage,
safety, spend, parking etc).
Can you confirm which of these reports you are referring to? This will

Dear Chelsea,
I'm referring to the report that the WCC CEO was referring to when he said to the Dom Post that "a report into spending in the area was being finalised and would likely be released later next week." (the article was published 10th Oct, so "later next week" would have meant by 17th October).
I have read the changing lanes report and I note that is dated September 2025 which preceded the article and comments above.
I've not been able to locate the second report you refer to. If it was unreleased when those comments were made and/or remains unreleased then I would assume it's that report
