Instructions to officials from the Minister generally happen in meetings,
where officials take their own notes. Some actions are captured by the
office and sent to the Ministry following meetings. Responses to these
actions come to the Minister in the form of papers, and the best way to
receive these will be to request advice and briefings, which will
generally be responded to by the Ministry of Education, as the owner of
those papers.
