Dear Dunedin City Council,

I would please like to receive the following information:
- the schedule of training for incoming councillors that they have undergone as part of their role to date since being elected
- a brief overview of modules they have learnt about so far (a brief description eg 'council structure' or 'local government act' would suffice)
- attendance for each individual councillor for the above training (eg if a councillor has attended part of a day, I would like to know how much of the day they attended and which module if applicable, or if they have not attended at all)

I am most interested in seeing the levels of commitment that each councillor has shown to their new role thus far.

for the Councillors, note:  this schedule is subject to change,  each
session has a topic which is included in the spread sheet.

 

In regards of which Councillors attended each session we are unable to
provide this information as an attendance record was not kept.

Dear Jenny Lapham,

Thank you for your response to my request.

I ask that you please reconsider your inability to answer the attendance of councillors to induction days.

As noted by the Ombudsman guidelines, Official information includes that which is known to an agency, but which has not yet been recorded in writing
or otherwise (including knowledge of a particular matter held by an officer, employee or
member of an agency in their official capacity).

I note that people present must have visually noted the attendance or innattendance of others and thus the information is known and should be able to be relayed.

I would also assume that council buildings are secure premises, and you would be able to tell who was signed in by security (or not) on the days noted in the schedule. Or, if they had been assigned entry cards, I expect information on entry would also be readily available via these means.
In short, I would expect you would at least be able to provide information on whether someone was present or not, despite not having taken attendance.
