Kia ora Department of Internal Affairs,
I am requesting the following information related to the $100 million “Local Government Flood Resilience Co-Investment Fund”, as described under the “Initiatives for North Island Weather Events Response and Recovery Package” in the 2023 Budget:
1. All Cabinet papers, Ministerial briefings, internal advice, or other documents that supported or informed the creation of this Fund.
2. Any documents that outline the purpose, scope, criteria, or proposed mechanisms for how the funding will be allocated or accessed
3. Any documents relating to the eligibility criteria for the fund,
4. Any material prepared for or by the Minister of Local Government, Minister for Regional Economic Development, Minister for Climate Change, or Minister of Finance, relating to the joint agreement required to draw down the tagged contingency.
5. Any documents that confirm approval or agreement to the use of the fund, if that has occurred.
If any information is withheld, I request that it be released with redactions where necessary, rather than withheld in full. I am happy to receive the information in electronic form and to refine the request if helpful.

Thank you for your OIA request to the Department of Internal Affairs (the

We have transferred part of your request to the Department of Prime
Minister and Cabinet. Part of the information to which your request
relates is believed to be more closely connected with the functions of
DPMC than those of the Department, as the responsibility for this fund
remains with DPMC - it was not included in the transition to the
Department. In these circumstances, we are required by section 14 of the
OIA to transfer your request.
You will hear further from DPMC concerning that part of your request and
DPMC may be in contact to refine your request.
The Department will provide its response to your request as soon as
practicable and within 20 working days. The 20^th working day is 23
September 2025.
