Dear Bay of Plenty Regional Council (BOPRC),

I am writing to request the following information:

1. A list of all public facing CCTV cameras owned OR operated by BOPRC and any Council Controlled Organisations (CCOs).

2. A list of all cameras used for Automatic Number Plate Recognition (ANPR) operated by BOPRC.

3. A list of all cameras used for traffic enforcement e.g. red light, point-to-point and standalone speed cameras operated by BOPRC.

4. For each camera identified by requests 1-3, please include the following:
- The GPS coordinates
- A description of the general location and purpose (nearest intersection or point of interest)
- Brand and type of camera (e.g. Axis PTZ 360).

5. If possible, could you please indicate in your written response what kinds of traffic enforcement are currently undertaken using the cameras identified in the requests above and whether there are current or future plans to broaden the kinds of enforcement activities undertaken using said cameras.

We refer to your Request for information under the Local Government
Official Information and Meetings Act 1987 (LGOIMA) regarding CCTV and
ANPR Cameras which was received by the Bay of Plenty Regional Council
(Council) on 17 August 2025 and acknowledged by Council on 18 August 2025.

 

Council responds to your request as follows:

 

 1. A list of all public facing CCTV cameras owned OR operated by BOPRC
and any Council Controlled Organisations (CCOs).

 

The public facing CCTV cameras owned or operated by BOPRC are:

Council is refusing your request for GPS co-ordinates and camera brand and
type for the above cameras for the following reasons under LGOIMA:

 a. Section (6)(c): The making available of that information would be
likely to prejudice the maintenance of the law.
 b. The withholding of the information is necessary to:

i. protect the privacy of natural persons - section 7(2)(a)
ii. avoid prejudice to measures protecting the health and safety of
members of the public - section 7(2)(d)
iii. avoid prejudice to measures that prevent or mitigate material
loss to members of the public – section 7(2)(e)
iv. prevent the disclosure or use of official information for
improper gain or improper advantage - section 7(2)(j)

and these reasons are not outweighed by any public interest considerations
that would render it desirable to make this information available.

 

To my knowledge (following consultation with relevant BOPRC staff), none
of BOPRC’s CCOs own or operate public facing CCTV cameras. 

 

 2. A list of all cameras used for Automatic Number Plate Recognition
(ANPR) operated by BOPRC.

BOPRC does not own or operate any cameras used for automatic number plate
recognition.

 

 3. A list of all cameras used for traffic enforcement e.g. red light,
point-to-point and standalone speed cameras operated by BOPRC.

BOPRC does not own or operate any cameras used for traffic enforcement.

 

 4. For each camera identified by requests 1-3, please include the
following:

- The GPS coordinates

- A description of the general location and purpose (nearest intersection
or point of interest)

- Brand and type of camera (e.g. Axis PTZ 360).

Please refer to our responses to your requests 1-3 above.

 

 5. If possible, could you please indicate in your written response what
kinds of traffic enforcement are currently undertaken using the
cameras identified in the requests above and whether there are current
or future plans to broaden the kinds of enforcement activities
undertaken using said cameras.

BOPRC does not undertake any traffic enforcement activities and there are
no future plans to use existing cameras for this purpose.
