Dear Bay of Plenty Regional Council,
Under the Official Information Act 1982, I request the following
information:
1. The most recent joint witness statements (JWS) involving environmental
scientists or technical experts that discuss the setting or reviewing of
freshwater targets, limits, criteria, or thresholds,
2. These statements should relate to your most recent regional plan change
where such matters were addressed.
If no JWS exist, please confirm whether any expert conferencing or similar
collaborative evidence processes took place, and provide the relevant
outputs (e.g., conferencing reports, summary statements, or meeting
notes).
Please provide the documents in digital format.
If any part of this request is likely to require substantial collation or
processing, I am happy to refine it in consultation with you.

Hi Dom C. - could I have some clarification on your request please. You have asked for the "most recent joint witness statements (JWS) ....", could you advise what you mean by most recent? I ask because our Freshwater NPS policy process has not reached a stage where Joint Witness Statements would be required, however there may have been JWS processes in freshwater policy development prior to the introduction of the Freshwater NPS in 2011.

on 17 August 2025 (Request).
Council has now made a decision on your Request.
Council has decided to provide the following information:
Councils NPSFM process has not reached the stage where joint witness
statements, expert conferencing or similar collaborative evidence
processes have been necessary.
Please note that you have the right to lodge a complaint with the
