IPCA - Threshold for investigation & Number of IPCA Complaints for last 10 years

Dear New Zealand Police,
The IPCA wrote to me on 29/7/2025, and advised by complaint did not meet the threshold for a Complaint against Police (Allegation of Police Dangerous driving as detailed by the Officer concerned)
Please supply the detailed criteria / procedure / policy / flow diagram and any relating documentation used to establish the Threshold for investigations by IPCA.
The IPCA advised me on 29/7/2025 that they currently receive over 5000 complaints per year and has limited resources.
How many resources does the IPCA have (FTE)?
Please supply an Organisation chart for the IPCA.
Please supply the number of complaints about NZ Police received by the IPCA for the last 10 Callender years, including the first 7 months of 2025.
