Dear Ministry of Foreign Affairs and Trade,
(1) I request information held by the Government in respect to the decision to open a FBI office in Wellington. More specifically, I request -
(A) Has the Ministry (or other relevant government department) produced a briefing, report, or guidance with regards to the opening of this FBI office?
(B) Has the Ministry (or other relevant government department) produced an assessment of the potential impacts of this move on New Zealand's diplomatic and economic relationships with countries other than the United States?
(C) Has the Ministry (or other relevant government department) produced an assessment of the potential impacts of this move on New Zealand's existing law enforcement and security services arrangements?
(D) Has the Ministry (or other relevant government department) produced an assessment of the potential impacts of this move on New Zealand's stated commitment to an independent, rules-based foreign policy?
(2) Has the Ministry engaged in any internal discussion or consultation — or discussion / consultation with other organisations — regarding the opening of the FBI office? If so, does the Ministry possess any guidance, reports, briefings with regards to this?
(3) What is the position of the Ministry in respect to the opening of the effects of this move on New Zealand's stated commitment to an independent, rules-based foreign policy?

This is because of the consultations necessary to make a decision on your request are such that a proper response cannot reasonably be made within the original time frame (section 15A(1)(b) of the OIA refers)
