Is it possible to provide the following:
- "full powers" for New Zealand's representative to sign the Articles of Agreement of the Asian Infrastructure Investment Bank (https://www.treaties.mfat.govt.nz/search...)
(By "full powers", I mean a document that a head of state, a head of government, or the foreign minister, authorises someone else to sign or conclude a treaty on the state's behalf. Whether or not the document contains the term "full powers" in its heading for instance is really for the state to decide, which is New Zealand in this request. Also, this request is about the 'full powers' for "signature" of the Articles of Agreement by New Zealand.)

I am writing concerning your Official Information Act 1982 (OIA) request
of 15 January 2024 date which asks for:
Is it possible to provide the following:
- "full powers" for New Zealand's representative to sign the Articles of
Agreement of the Asian Infrastructure Investment Bank

Is it possible to provide, to extent possible subject to necessary
redactions or omissions,
copy of formal diplomatic or other statements or notes, which relate to
New Zealand's recognition and establishment of diplomatic relations, that
were exchanged between the government of New Zealand and:
- Montenegro (around 2006)
- Kosovo (around 2008)
- South Sudan (around 2011)
This email is to advise that we will need to extend the time limit for
responding to you by 25 working days, to 20 March 2024. This is because
responding to your request necessitates review of a large quantity of
information, and meeting the original time limit would unreasonably
interfere with the operations of the Ministry (section 15A(1)(a) of the
OIA refers).
However, if this process is completed before 20 March 2024, the response
will be sent to you as soon as possible.
