Dear Ministry of Education,
I refer to you 7 De 2021 Covid update from Iona which says:
"Insurance impacts of non-vaccination
In line with other school insurers, our Risk Management Scheme (RMS) liability insurer has notified us that it intends to apply a pandemic exclusion from renewal on 1 January 2022.
This means that any claim notified after 4pm on 1 January 2022 which has arisen from the pandemic or the Government’s response to this will be excluded (that is, not covered).
We strongly advise you notify the RMS liability insurer of any circumstance that may give rise to a claim as soon as possible and no later than 4pm on 1 January 2022.
More particularly, notify the RMS liability insurer if you have circumstances involving any staff that either have been stood down since 15 November, or staff who have indicated they may not comply with the second dose deadline or that they may seek redress due to any action of the school relating to the pandemic.
The Ministry’s Risk Management Scheme (RMS) liability insurer is Lumley, a business division of IAG New Zealand. Notifications can be sent to [email address]."
For non-compliance of getting vaccinated for covid-19 and redress due to any actions relating to the pandemic, would you kindly share :
1. the number of claim enquiries sent under the Ministry's Risk Management Scheme
2. the number of claims denied under the RMS
3. the number of claims paid out to date under the RMS
4. the number of claims that remain lodged and open and that are no paid out under the RMS.

and respond to your request in accordance with the Official Information

Under section 15(1) of the Act, we are required to make and inform you of
our decision on your request as soon as reasonably practicable and in any

Thank you for your email via the FYI website of 17 July 2025 to the
Ministry of Education (the Ministry) requesting the following information:
For non-compliance of getting vaccinated for covid-19 and redress due to
any actions relating to the pandemic, would you kindly share:
1) the number of claim enquiries sent under the Ministry's Risk
Management Scheme (RMS)
2) the number of claims denied under the RMS
3) the number of claims paid out to date under the RMS
4) the number of claims that remain lodged and open and that are no
paid out under the RMS.
Your request has been considered under the Official Information Act 1982
(the Act).
In response to your request, the Ministry does not have a Risk Management
Scheme under which any claims from Ministry employees related to
non-compliance of getting vaccinated for Covid-19 have been made. As such
I am refusing your request in full under section 18(e) of the Act as the
information requested does not exist.

review my decision on your request, in accordance with section 28 of the
