Dear New Zealand Transport Agency,
Under the Official Information Act 1982 I request the following information regarding the recent and ongoing infrastructure works at the Frankton roundabout in Queenstown:
1. Traffic Impact Assessment and Modelling
All documents reports or assessments that modelled or evaluated whether the works would meaningfully alleviate traffic congestion at the Frankton roundabout or surrounding arterial routes
Any data projections or assumptions used in those models
2. Internal Discussion and Risk Assessment
Internal emails memos meeting minutes or other correspondence raising concerns about whether the planned works would be sufficient or effective in addressing congestion
Any documentation or communications where the question was explicitly asked either internally or externally about whether the project would deliver measurable congestion relief and what the response or rationale was
3. Input or Objections from NZTA or QLDC Staff or Consultants
Records of any dissenting views alternate proposals or flagged risks regarding the project’s potential inefficacy or unintended consequences
Any discussion of alternative solutions considered and why they were not pursued
If any of the information is held in draft form or across multiple formats including email meeting notes or internal reports I request access to those as well. If portions of this request require more time I am happy to receive the information in stages

Thank you for your email requesting information about the ongoing
infrastructure works at the Frankton roundabout in Queenstown.
Your request as currently framed will be very difficult to meet without
substantial collation or research as there are 3-4 years’ worth of
meetings and reports to review for inclusion. Please let us know by 12pm
28 July if you are prepared to refine your request, and if so, how. For
example, refining it to be:
- Q1: the latest and most up to date reports and/or
assessments around whether the works would reduce congestion.
- Q2 & Q3: Meeting minutes/emails/memos or other documents
from the last 12 months only
These are examples only and we would be open to other suggestions.

I would have expected that this request would have only covered the time period once the final design was confirmed and until construction was commenced.
For the avoidance of doubt this would include when the final design was in draft.

in points 2 and 3, there are over 5,000 email chains that fit the criteria

As the request currently stands, we would have to decline your request for
emails under section 18(f) of the Official Information Act, such that the
information cannot be made available without substantial collation or
research.
If you would still like to receive this information, you will need to
reduce the scope of the requested information.
You can do this by decreasing the number of key words for our email
search, or providing further clarity on what you wish to gain from these
emails.
