North Auckland Line under utilised

Dear KiwiRail,
Could KRL please explain why the North Auckland Line is restricted to just 40kph since a massive rebuild including enlarging tunnels, replacing bridges and laying new 50kg rail on new concrete sleepers and new ballast?
Could KRL explain why there has seemingly been no attempt to gain more freight other than the single Fonterra contract on this line?
Why has KRL designating the NAL as a freight only line, banning passenger trains?
