Dear Ministry of Health,
The Vote Health estimates for 2025-2026 includes the following statement on cost pressure funding - "annual increases to address core demographic, volume and price pressures for frontline health services"
I am interested in the detail behind the makeup of this annual increase.
Please provide the percentages used to address annual changes to core demographic, price pressures and volume/population increase, all compared to the preceding year for the following fiscal years:
- 2015-2016
- 2016-2017
- 2017-2018
- 2018-2019
- 2019-2020
- 2020-2021
- 2021-2022
- 2022-2023
- 2023-2024
- 2024-2025
- 2025-2026
- 2026-2027
- 2027-2028
- 2028-2029
The percentages should be the estimates used in preparing for that year's budget; and show where applied percentages differ for operational and capital spending.
Nhā mihi,
Andrew Riddell

Dear OIA Requests,
Thanks for the information.
My request sought the demographic change and population change as separate numbers. Your response shows demographic change annual changes. Has population change and demographic change been combined into one number in your response?
Thanks
Andrew Riddell

Kia ora Andrew,
The demographic the Ministry uses is modelled based upon population
numbers and so these are not separate values.

Dear OIA Requests,
Thanks for your prompt answer about the demographics data.
I have what is hopefully one last point to clarify.
I note that the covering letter with the data points out that the data applies to "operating funding in Vote Health only".
I just want to check if my understanding of which categories in the summary tables for the estimates of appropriations 2025/26 are considered "operating funding".
Is it the total of the following following categories for Vote Health
- Appropriations for Output Expenses - both Departmental Transactions Budget and Non-Departmental Transaction Budget
- Appropriations for Other Expenses - - both Departmental Transactions Budget and Non-Departmental Transaction Budget
- Multi-Category Expenses - Output Expenses - both Departmental Transactions Budget and Non-Departmental Transaction Budget
- Multi-Category Expenses - Other Expenses - both Departmental Transactions Budget and Non-Departmental Transaction Budget
Thanks
Andrew Riddell

This isn't really overdue. I got a response within the required time, and asked for a clarification over one of the data variables. That clarification has been treated as a new information request.
