Thank you for your request under the  Official  Information Act 1982  (the Act) to the Ministry of 
Health - Manato Hauora (the Ministry) on 2 June 2025  for information regarding the Vote  Health 
estimates for 2025-2026. You requested: 
''The Vote Health estimates for 2025-2026 includes the following statement on cost 
pressure funding - "annual  increases to address core demographic, volume and price 
pressures for frontline health services" I am interested in the detail behind  the makeup of 
this annual increase. 
Please provide the percentages used to address annual changes to core demographic, 
price pressures and volume/population increase,  all compared to the preceding year for 
the following  fiscal years: 
- 2015-2016
- 2022-2023
- 2016-2017
- 2023-2024
- 2017-2018
- 2024-2025
- 2018-2019
- 2025-2026
- 2019-2020
- 2026-2027
- 2020-2021
- 2027-2028
- 2021-2022
- 2028-2029
The percentages should be the estimates used in preparing for that year's budget; and 
show where applied percentages differ for operational and capital spending." 
The information you have requested is attached to this letter as Appendix 1. The tables  in 
Appendix 1 present the estimated percentages for demographic, price, and other pressures 
used in preparing Vote  Health's cost pressure  Budget bids since 2015-2016. 
Please note that the  information provided in Appendix 1  is the  estimated percentages used to 
derive the amounts of cost pressure funding requested through the Budget in each of the 
respective years. This does  not necessarily represent the final amounts  agreed as cost pressure 
funding through any of the Budget years, as these decisions were taken by Cabinet each year
