    Dear Statistics New Zealand,
Under the OIA, I request:  
1. A list of all government departments storing >50% of citizen data offshore (as recorded in Stats NZ’s 2023/24 audits).  
2. For each department:  
   - The cloud provider(s) used (e.g., AWS Sydney, Azure US-East).  
   - Whether contracts guarantee data repatriation during emergencies.  
3. Any departmental exemptions granted from data localization policies.  
This information is critical for public accountability. If Stats NZ does not hold complete records, please transfer this request to the relevant agency under S14 of the OIA.

I am getting in touch to clarify your official information request dated 1 April 2025, in which you request: 
“A list of all government departments storing >50% of citizen data offshore (as recorded in Stats NZ’s 2023/24 audits)”.
Since Stats NZ does not hold information on what data is held offshore by other government departments, we can only provide information regarding our own data storage (which includes storage of data provided to us by other government agencies). Please let me know if you would like to amend the wording of your request accordingly. Alternatively, I can look into whether another government department may be able to respond more fully to your request.
I am also seeking to clarify what “as recorded in Stats NZ’s 2023/24 audits” in your request refers to, as we have been unable to determine this.
While we will endeavour to respond to your request as soon as possible, please note that any clarification or amendment of a request is considered to be a new request for the purpose of calculating the maximum statutory timeframe for response—see section 15(1AA) of the Official Information Act.
