Dear Ministry of Transport,

Under the OIA, I request the unclassified portions of the after-action report from Exercise Tangaroa (2023 Pacific undersea cable failure simulation), including:
1. Which government agencies participated.
2. Which critical systems (e.g., health, benefits, tax) were simulated to fail during prolonged offshore data inaccessibility.
3. Any documented rationale for not mandating local data backups for these systems.

If sections are withheld, please cite the specific OIA exemption and release a redacted version per S16(1). Given recent cable cuts in Tonga and the Pacific, this information is of urgent public interest

On behalf of the Ministry of Transport, I acknowledge your Official
Information Act request of 1 April 2025 seeking:
