I am a New Zealand citizen and resident requesting information under the Official Information Act.

I would like a summary of the number of infringements issued by mobile traffic safety cameras located at the two locations listed below from 01/01/2024 to 01/02/2025.

I would like information on the number of infringements issued (number of infringements and the total dollar value of these infringements) broken down by direction of travel, i.e. west or eastbound at these two locations. Or some other such identifier that enables the direction of travel to be established.

I would also like to know if the following procedure is still followed:

"If the camera is in an area where drivers are transitioning from a higher speed to a lower speed area, the camera must not be located within 250 metres from the point where the posted speed changes, and vehicles must not be targeted within 250 metres of the point where the posted speed changes. This restriction does not apply in school zones or temporary speed limit areas."

I would also like to know the measure of the distance of the mobile traffic safety cameras locations listed below and the nearest point where the speed limit reduces.

Camera locations

- SH16 Kumeu about 30m west of the BP station (coordinates lat/long -36.778104,174.564936)

- Muriwai Rd in Waimauku, just east of the intersection with School Road. (coordinates lat/long-36.775504, 174.487393)

Thank you for your well researched and timely response to this query and subsequent action to reverse the issuance of infringement notices to motorists caught by the non compliant camera.

I must respectfully point out that limiting the review to only westbound vehicles (those transitioning from a higher to a lower speed zone) does not fully address the extensive non-compliant operation of cameras at this site. The relevant requirement in the speed enforcement policy prohibits camera placement within 200 m of a speed limit reduction point, regardless of the direction of travel of passing cars. This is because the requirement in the policy is about the location of the camera itself, not the direction of passing vehicles. A speed camera deployed in a prohibited location is non-compliant by definition, and any infringements issued from that location, whether to eastbound or westbound vehicles, appear in breach of the policy. Selectively reversing tickets only for one direction is misaligned with the policy.

Thank you for your detailed response outlining the justification for the issuance of infringement notices from the non-compliant operation of the mobile camera outside Kumeu.

Can you clarify the following:
a) Can a mobile unit operate and issue infringements if located within 200m of a speed limit change if the operation is only capturing vehicles transitioning from low to high speed zones? i.e. can this particular camera site outside Kumeu continue to operate in the future if it is only capturing vehicles travelling from low to high speed zones?
b) If a mobile unit can operate and issue infringements when located within 200m of the change in speed limit, how far from the posted change in speed limit is a unit allowed to operate? i.e. can a mobile unit be located adjacent to the sign indicating the change in speed limit?
