Thank you for your Official Information Act 1982 (OIA) request of 13 March 2025 in which
you requested information about recent mobile camera deployments in Waitematā. I have
answered each part of your request below:
1. I would like a summary of the number of infringements issued by mobile traffic
safety cameras located at the two locations listed below from 01/01/2024 to
01/02/2025.
I would like information on the number of infringements issued (number of
infringements and the total dollar value of these infringements) broken down by
direction of travel, i.e. west or eastbound at these two locations. Or some other
such identifier that enables the direction of travel to be established.
I refer you to Table 1 below for a breakdown of the infringement offence notices issued.
This information has been drawn from a dynamic operational database and is subject to
change as new information is recorded.

2. I would also like to know if the fol owing procedure is stil fol owed:
"If the camera is in an area where drivers are transitioning from a higher speed to
a lower speed area, the camera must not be located within 250 metres from the

point where the posted speed changes, and vehicles must not be targeted within
250 metres of the point where the posted speed changes. This restriction does
not apply in school zones or temporary speed limit areas."
Please note that the reference to safe speed cameras not being located within 250
metres of a speed limit reduction refers to requirements related to the deployment of
static speed cameras.
For
mobile speed camera deployments, the current Speed enforcement chapter of the
Police Manual requires that they “not be positioned within 200 metres of any point where
the posted speed limit reduces, or within 100 metres if advance advisory signs are in
place warning motorists of the approaching speed limit reduction (this requirement does
not apply in a school zone).”

3. I would also like to know the measure of the distance of the mobile traffic safety
cameras locations listed below and the nearest point where the speed limit
reduces.
Camera locations
- SH16 Kumeu about 30m west of the BP station (coordinates lat/long -
36.778104,174.564936)
- Muriwai Rd in Waimauku, just east of the intersection with School Road.
(coordinates lat/long-36.775504, 174.487393)
In respect of the Muriwai Road site, because advance advisory signs are erected on
Muriwai Road warning approaching motorists of an upcoming lowered speed limit, the
deployment of a mobile safe speed camera at the coordinates you specified meets the
current policy criteria.
Police has investigated the location of the State Highway 16, Kumeu site and determined
that a mobile safe speed camera deployed at this location does not comply with current
Police policy regarding being positioned no less than 200 metres from a point where a
speed limit reduces. Consequently, Police has begun a review of al the deployments at
this site, with the intention of reversing any affected infringement notices issued to
westbound vehicles (i.e. those transitioning from the higher speed limit to the lower speed
limit). Thank you for bringing this matter to our attention.
