Thank you for your email today following up on your Local Government
Official Information and Meetings Act 1987 (LGOIMA) request submitted
through FYI.org on 1 February 2025.
Unfortunately, our organisation did not appear to have received this
LGOIMA, and we had no record of the request.
Upon further investigation, we have found that the original message had
been blocked and marked as SPAM from our cybersecurity software. We have
now retrieved the original request and wish to apologise for the late
response. You should have received this information on 3 March 2025, this
was not achieved within the legislative timeframe and does not meet the
level of service which we pride ourselves on.
In order to try and stop this from happening again, we have highlighted
the issue with our Digital unit and logged an internal service request to
look into why this has happened. They will investigate what caused the
email to be blocked and see if there is anything that can be done to
ensure that all FYI tickets clear the cyber security system in the future.
Christchurch City Council will always provide acknowledgement that we have
received a request upon receipt. In future, if you do not receive
acknowledgement from our organisation or have heard nothing at all
regarding a request for 10 working days, please feel free to email our

Please find attached an excel document detailing the cost to date (4 March
2025) for all completed projects requested, broken down by section.
Please note that any further breakdown of the costs into the categories
requested would not be possible as we do not collect or hold financial
information related to individual projects in this way. The financial
information collected for each project is provided based on the contracts
with various contractors involved. This differs between contracts and
contractors. While the information may be able to be collated into the
above categories for some of the projects requested, it would be a manual
process to collate and the breakdown may be withheld under section
7(2)(b)(ii) of the LGOIMA, to protect the commercial position of the
person who supplied or who is the subject of the information.
You have the right to ask the Ombudsman to investigate and review our

Thank you for your response. I am requesting clarification on the previous request.
Please provide all data submitted by the Christchurch City Council (CCC) to the New Zealand Transport Agency (NZTA) via Transport Investment Online that involves Cycleways (including related road or rail investment) in the past five years. CCC must hold the requested information (or a comparable dataset) under Section 24(3) of the Land Transport Management Act 2003.
Please consider this request a high priority.
Its contents could inform submissions to the CCC Annual Plan 2025/26 and be an important factor in the Local Government Elections 2025. This request intends to find out the proportion of expenditure that is not spent on non-cycleway infrastructure as part of the cycleway programme. This information is in the public interest as it will ensure that the CCC ratepayer is not being deliberately misled on the expenditure costs of cycleways.
Also, please note that the Ombudsman has noted that the disclosure of such commercial information is part of doing business with a public sector organisation in New Zealand. The Ombudsman has also considered there is substantial countervailing public interest in the availability of information about costs of products and services procured by local and central government agencies.
The Ombudsman has expressed the opinion that the interest of withholding total costs under Section 7(2)(b)(ii) of the Act is outweighed by public interest in the availability of cost information to promote the accountability and transparency of an authority.
