On 21 October 2024, you requested the following information, under the
Local Government Official Information and Meetings Act 1987 (LGOIMA):

 

1.      Has Sara Templeton voted to block intersection improvements in the
Harewood area, notably at Breens & Gardiners Road? As claimed by Aaron
Keown.

 

2.      Did Aaron Keown request an option for Church Corner to do nothing?
Was that rejected or did he withdraw that himself? As claimed by Debbie
Mora.

 

3.      Keown has made the claim that the community was “blackmailed” into
voting for the W2W cycleway (something they apparently did not want) in
order to get lights at Breens / Gardiners Road (something they did want).
Has Council considering lighting this intersection independently of the
cycleway at any time?

 

Please find below the response to your LGOIMA request.

 

 1. Has Sara Templeton voted to block intersection improvements in the

All voting records on reports related to this matter are recorded in the

 2. Did Aaron Keown request an option for Church Corner to do nothing? Was
that rejected or did he withdraw that himself? As claimed by Debbie
Mora.

During the meeting Councillor Keown asked about adding a ‘do nothing’
option to the further engagement. It was clarified that submitters could
request that we ‘do nothing’ or disagree with the options as part of the
free text field within the submission form. Councillor Keown then withdrew
his request to add a ‘do nothing’ option.

 

 3. Keown has made the claim that the community was “blackmailed” into
voting for the W2W cycleway (something they apparently did not want)
in order to get lights at Breens / Gardiners Road (something they did
want). Has Council considering lighting this intersection
independently of the cycleway at any time?

Council consulted with the community on two options to improve safety at
the Harewood/Gardiners/Breens intersection in May and June 2019. Option 1
was traffic signals and Option 2 was closing the median and traffic
signals for pedestrians to cross.

Following the consultation, Council resolved at its 12 September 2019
meeting (CNCL/2019/00226) to approve in principle Option 1, and requested
staff to investigate funding options for the option and report back to
Council in time for inclusion in the 20/21 Annual Plan.

 

Staff investigated options for funding the project and discussed these
with NZTA Waka Kotahi, and two funding options were presented to Council
at its 5 March 2020 [2]Finance and Performance Committee meeting:

1.       The traffic signals be included as part of the Wheel to Wings MCR
project when that project is constructed, or

2.       Council undertake the traffic signals as a standalone project
which would not receive NZTA funding, and would need to be 100% funded by
Council

 

The Finance and Performance Committee resolved at its 5 March 2020
meeting (FPCO/2020/00024):

1.      The Wheels to Wings MCR incorporate the signalisation of the
Harewood/Gardiners/Breens intersection and that Council consider the
budget allocation for the Wheels to Wings MCR be increased by $1.2 million
to cover the additional costs of the intersection signalisation as part of
the FY20/21 annual plan process.

 

The signalisation of the Harewood/Gardiners/Breens intersection has been
included in the design for Wheels to Wings which was approved by Council
at its 28 July 2022 meeting. The additional funding for the signalisation
was added to the Wheels to Wings budget.

 

More recently, in the Long Term Plan adoption meeting in February 2024, $2
million has been allocated to the signalisation of the
Harewood/Gardiners/Breens intersection as a standalone project in the 24 –
34 Long Term Plan. However, it will only be delivered as a standalone
project if Wheels to Wings does not go ahead.
