Dear Minister 
On  behalf  of  the  New  Zealand  Government  and  people  I  would  like  to 
congratulate  you  on  your  country's  declaration  of  independence  on  9  July. 
The  birth  of  a  new  nation  is  always  a  significant  event  for  the  international

New Zealand looks forward  to working with South Sudan in the United Nations 
and other international fora on matters of common interest to our two countries. 
New  Zealand  has  always  been  a  strong  supporter  of  the  aims  of  the 
United Nations  and  its  peace keeping  efforts  around the  world.  As  you  know,

New  Zealand  has  deployed  New  Zealand  Defence  Force  personnel  to  the 
United  Nations  Mission in Sudan  (UNMIS)  and  is  considering  rolling over  this 
deployment  to the  United  Nations  Mission

also  approved  a  NZ$1  million  contribution  to  help  repatriate  South  Sudanese 
refugees.  I  hope you will take these as practical measures by  New Zealand to 
support South Sudan as it becomes established as an independent nation.

The New Zealand Embassy has the pleasure to confirm that His Excellency Dr. Trevor 
Donald Matheson is available to formally present his letter of credentials to the 
President of Montenegro, His Excellency Mr. Filip Vujanović on Friday 24 October 
2014.

On behalf of the New Zealand Government and people I would like to congratulate you 
on  South  Sudan's  declaration  of  independence  on  9  July.  I  am  pleased  that

The road to independence for your country has been long and arduous and New Zealand 
is very aware that  many challenges remain as South Sudan establishes itself as a new 
nation.  I  would like to assure you of New Zealand's ongoing support in this process. 
New  Zealand  has  set  aside  NZ$ I  million  to  assist  in

South Sudanese and  has  contributed  a  small contingent  to  the  UN  Mission  in  Sudan,

The New Zealand Ministry of Foreign Affairs and Trade presents its 
Act
compliments to the Permanent Mission of Montenegro to the United Nations 
and has the honour to refer to Note no. 285-39/2010 expressing the readiness 
of the Government of Montenegro to establish diplomatic relations with 
New Zealand and, in this regard, attaching a draft Joint Communiqué. 
The Ministry of Foreign Affairs and Trade understands that the Government of

Montenegro has decided to establish diplomatic representation to New Zealand 
through the cross-accreditation of a non-resident Ambassador from Canberra.   
The Ministry wishes to acknowledge and support this proposal to lift the existing 
diplomatic relations between Montenegro and New Zealand to another level and

so establish:  “permanent diplomatic relations.”

The Ministry further wishes to inform the Permanent Mission that the Ministry 
would welcome a Note Verbale seeking agrément from the New Zealand 
under 
Government and including the name and curriculum vitae of the nominated 
Ambassador-designate.  This would follow formal agrément from the Australian 
Government (if it has not already been done) of a resident Ambassador to 
Australia.

The Ministry also wishes to refer to the draft Joint Communiqué and the 
proposal for this to be signed by both Governments in order to establish 
diplomatic relations with New Zealand.  New Zealand considers diplomatic 
relations with other States to be established by friendly contacts of any form 
between the two governments such as through multilateral diplomacy at the 
United Nations.  New Zealand does not sign Communiqués with other States to 
formally establish diplomatic relations when it is considered they already exist.  
 

 
 
 
 
 
In this regard, the New Zealand Government considers it already has diplomatic 
relations with the Government of Montenegro, by virtue of common membership 
of, and dealings in, the United Nations.  The cross-accreditation of a 
non-resident Ambassador from Canberra would then establish formal diplomatic 
representation.  The Ministry furthermore confirms that the New Zealand 
Government at this time is unable to establish a cross accreditation to 
Montenegro.

renew to the Permanent Mission of Montenegro to the United Nations the
