Dear New Zealand Police,

As per this article -

the police deactivated an explosive device in the Waikato. For this incident, the article says the radius of the blast would been felt between 1-2km's away from the epicentre. Can you please provide all communications and policies that lead to the decision to only evacuate a 100m radius (as reported in the article).
