Dear KiwiRail,
In 2023 KiwiRail engaged McKinsey and Co to conduct a “full potential” review or assessment of KiwiRail’s operations, including above rail, below rail and Interislander. I am requesting a copy of the final report, or reports provided to KiwiwRail by McKinsey, and any recommendations made by McKinsey, to KiwiRail.

Given that the request is now overdue, Can this request also include the following:
- the criteria used to evaluate Mckinsey & Co as the succesful consultant to deliver a financial and management assesment against similar management consultants (particulary against local consulting firms) to ensure that KiwiRail as a State Owned Enterprise utlized government funds appropriately and with the best cost benefit in mind for the taxpayer
- if no consultant evaluation was done before awarding a contract to McKinsey, an explanation as to why?
- an explanation as to how McKinsey & Co were able to effectively analyze a business as large as KiwiRail in a time frame as short as 12 weeks to provide an effective assesment of its operating position and problems without consulting with all departments beyond high-level management
- the total expenditure by KiwiRail as a State Owned Enterprise on McKinsey & Co and the Delegated Financial Authority level required to approve this expenditure
- communications including emails, text messages, Teams messages and meeting notes/minutes between Board members, high level KiwiRail Management with consultants from McKinsey & Co
