Dear Jared
Thank you for your request made under the Official Information Act 1982
(OIA), received on 10 September 2024. You requested the following:
1. The total amount Inland Revenue has spent each year on targeted
advertising related to the personal data shared with third parties for
marketing purposes.
2. A list of the third parties with whom Inland Revenue has shared
personal data for marketing purposes.
3. The number of individuals whose data was involved in these
data-sharing activities.
4. Details of the processes Inland Revenue followed to ensure that the
personal data shared with third parties remained private, including
any consultations or expert advice sought on this matter.
5. information on any other third parties with whom Inland Revenue shares
personal data, whether for marketing or other purposes, including the
names of these third parties and the purposes for which the data is
shared.
6. A copy of the contract(s) Inland Revenue has signed with these third
parties concerning the sharing of personal data
I am seeking clarification on parts 5 and 6 of your OIA.
The agencies Inland Revenue has information sharing agreements with can be
found on our website at
[1]www.ird.govt.nz/about-us/information-sharing/information-sharing.
We also publish summaries of Memoranda of Understanding about information
sharing that Inland Revenue conducts with various other government
agencies. These can be found on our website at:
[2]https://www.ird.govt.nz/about-us/informa...
, and [3]https://www.ird.govt.nz/about-us/informa....
Can you please advise if the information on these pages covers your
request for parts 5 and 6?
If your request is specifically about Inland Revenue using targeted
advertising, we use custom audience lists on Meta (Facebook and
Instagram), LinkedIn and Google. Advertising on social media helps us
direct messages to specific customers with relevant information and
reminders
While we do not have specific separate contracts with these platforms,
they are legally obliged to comply with the respective terms and
conditions under which they provide paid services to Inland Revenue. If
you are interested in those terms and conditions, the links are provided
below:
Facebook advertising terms and conditions:

LinkedIn ads agreement:
o [8]https://www.linkedin.com/legal/sas-terms
LinkedIn ads manager user agreement:

I also wish to inform you that, in considering part 3 of your request,
Inland Revenue does not hold the information in a way that enables such a
number to be readily retrievable. We are unable to tell the total number
of individuals who may or may not have been included in a custom audience
list. Retrieving this information would require extensive manual effort,
necessitating significant time and resources which would adversely impact
Inland Revenue's other operations. We will consider refusing this part of
your request under section 18(f) of the OIA, as the information requested
cannot be made available without substantial collation.
More information on our use of custom audience lists, including how this
complies with the Privacy Act 2020, is on our website at
[10]www.ird.govt.nz/customaudiencelists.
Thank you for considering my question regarding parts 5 and 6 of your
request. I look forward to hearing from you.
Kind regards
Alex
