I refer to your official information request dated 6 September 2024,
seeking information on Section 17A reviews previously undertaken by
Tararua District Council, and the current RFP process being undertaken for
support to complete S17A reviews.

 

Part of the information you have requested is enclosed.  You will find
attached copies of reports considered by the Tararua District Council in
2016, 2017, 2023 and 2024 regarding S17A reviews, including the outcome of
reviews.  The 2023 report includes the schedule of reviews that the
Council had decided to undertake in this review period.  The 2024 report
highlights that Council’s proposal to undertake S17A reviews of three
services would be communicated to the community through the Long Term Plan
consultation process.  The third review was included due to a change in
the delivery of the service.  A copy of the LTP consultation document is
attached, refer pages 48-50.

 

With regard to your request to be supplied with a list of parties that
responded to the RFP, and the submissions from the three parties assessed
to best meet the needs of the Council, please note we are currently in the
procurement process for this RFP.  For this reason we are unable to
provide you with any information from this process that is still
underway.  Therefore we decline this part of your request under section
7(2)b(ii) of the Local Government Official Information and Meetings Act
1987 "would be likely unreasonably to prejudice the commercial position of
the person who supplied or who is the subject of the information". 
Releasing information from a current tender process would compromise the
integrity of the process.
