T.J. Pohl made this Official Information request to KiwiRail
The request was partially successful.
From: T.J. Pohl
Dear KiwiRail,
I am writing to request information under the Official Information Act 1982. Specifically, I seek to obtain all documents, communications, reports, and any other material related to the project to modify the Kaitaki ferry to carry rail vehicles, which was part of the broader KiwiRail Turnaround Plan. This includes but is not limited to:
Project proposals and feasibility studies
Plans and blueprints
Internal and external communications, including emails and meeting minutes
Budget estimates and financial reports
Timelines and progress reports
Environmental impact assessments
Correspondence with contractors and other stakeholders
Any other documents or materials related to this specific project within the context of the KiwiRail Turnaround Plan
I understand that some information may be withheld under the Act's provisions. However, I request that you provide as much information as possible, and if certain sections are redacted or withheld, please provide a summary of the content and the grounds for withholding it.
Thank you for your attention to this request. I look forward to your response within the statutory time frame of 20 working days.
Yours faithfully,
Thomas

Good afternoon Thomas
I'd like to acknowledge your request - as per the below.
For my information though - where did the suggestion of a modification to the Kaitaki come from.
I've had a quick look at few documents that refer to a KiwiRail Turn Around plan - but can find no reference to a modification programme for the Kaitaki.
And it's not something that I'm familiar with since I started at KiwiRail in 2018ish.
Can you enlighten me?
Cheers
Dave

Dear Dave Allard,
Thank you for your prompt response.
The suggestion for a modification to the Kaitaki is mentioned in the Statement of Corporate Intent 2012-2014. The document outlines both the extension of the Aratere and the proposal for converting the Kaitaki (or another suitable vessel) to a rail-capable vessel. Specifically, it states:
"The extension of the MV Aratere to provide increased rail deck capacity, commercial vehicle and
passenger space is expected to be completed by September 2011. The business case for converting
the Kaitaki (or another suitable vessel) to a rail capable vessel and modifying terminal infrastructure
to accommodate it will be considered during the 2012 financial year"
As you may know, the Aratere extension did proceed as planned, unlike the Kaitaki proposal. You can find the document here: https://www.kiwirail.co.nz/assets/Upload...

Thanks Thomas - I knew that we'd extended the Aratere at around that time but hadn't heard of plans to modify the Kaitaki (as if memory serves, she might have only been leased at that stage).
Let me see if there is any information on those plans still around.
