Thank you for your request under the Official Information Act 1982 (the
Act) to Manatū Hauora (the Ministry of Health) on 4 July 2024.
The Ministry believes that part of the information you have requested is
more closely connected with the functions of Whaikaha - Ministry of
Disabled People. For this reason, I have decided to transfer part of the
OIA for the period 1 July 2022 onwards to Whaikaha - Ministry of Disabled
People under section 14(b)(i) of the Act. You can expect a response from
their agency in due course.
The Ministry will respond to the remaining part of your request.

The Ministry of Health - Manatū Hauora is contacting you in accordance
with section 18B of the Official Information Act 1982 (the Act) regarding
your request.
The Ministry initially conducted a search relating to your request which
showed 3,895 item. This would require a significant amount of time and
effort to collate the documents and require individual assessment of each
document to discern its contents. This would place an unreasonable degree
of strain on the team responsible and would interfere with the day-to-day
workings of the Ministry and may be refused under section 18(f) of the
Act, as the information requested cannot be made available without
substantial collation or research.
In order to provide you with information sooner and in order to work
within a more manageable request, can you please refine the timeframe of
your request, narrow the scope of your request to just emails only and be
more specific about the information you are interested in?

I appreciate the amount of work this takes to undertake such a request.
I would like email correspondence relating to complaints reported to the Ministry about the provider and the outcomes. Time frame 2021-2024.
Quality management in the disability sector has been declining. How such organizations such as the Ministry or Whaikaha manage complaints and the outcomes can impact those residing and their families in such facilities.

The Ministry of Health has decided to extend the period of time available
to respond to your request under section 15A of the Official Information
Act 1982 (the Act) as the request necessitates a search through a large
quantity of information and meeting the original time limit would
unreasonably interfere with the operations of the Ministry.
You can now expect a response to your request on, or before, 29 August
2024.
You have the right, under section 28 of the Act, to ask the Ombudsman to
review my decision to extend the time available to respond to your
request.
