Is There Crown Copyright in the Southern Cross?

I would like to know if there is Crown copyright in the Southern Cross featured in the New Zealand Flag.
If so, is it freely available for New Zealanders to use as a design element on a submission to the Flag Submission Panel for the upcoming flag referendum?

There is no Crown copyright in the Southern Cross as depicted in the
current New Zealand flag. People suggesting alternative flag designs to
