I understand that except the other company, from some postings I found around the internet, is actually selling DIA services back to other government departments.

In short, yes, the DIA does provide a verification service to some entities directly and also to some intermediary entities.
One of the companies is called Information Logistics Company Limited. I'll be looking into this a bit further...
