Dear Minister of Foreign Affairs

I have read the reply received today dated 8 March 2024 to my information request of 29 February.

I am concerned that there appears to be a pattern in responses by the Ministry of Foreign Affairs and Trade and, now, from the Minister of Foreign Affairs to threaten to refuse to provide requested information unless the requesting party agrees to a reduced scope request which suits the Ministry or Minister as the case may be.

This is not consistent with the principle of availability set out in the Official Information Act. Providing information is not to be determined by what is convenient to provide by a ministry/minister.

Therefore I do not agree to reduce the scope of the request, although I no longer require copies of the documents linked at the end of your letter dated 8 March 2024.

Have had two responses so far. The first was to say the request was too broad and wanting its scope reduced to what they were happy to release.

I did not agree to this so within 24 hours the request is transferred to the PM.

I strongly suspect a reluctance to answer the request resulting in delaying tactics on the government's part.

The repsonses follow the same pattern. First, seek to reduce the scope of the request. Second, extend the time to respond because consultation.
