Data points and data sources used for PHEV RUC plan

Dear New Zealand Transport Agency,
With upcoming RUC for EVs being $76 per 1,000km, and for PHEV $53 per 1,000km, the implication is that PHEV owners are assumed to be driving 70% of their mileage on electricity and 30% on fuel.
I would like to request what data points and what data sources were used to arrive at that threshold (i.e. 70%). What was statistical significance of the data used?
Also, a secondary request. In NZTA models what percentage of the plug-in hybrid vehicle drivers is expected to be double taxed as a result of the new scheme?
