Kia ora F Cook,
I refer to your request below of 26/10/2023
I have been asked to let you know that Police requires an extension of time in which to respond to your request, pursuant to section 15A of the Official Information Act 1982 (OIA), because the request necessitates consultations such that a proper response to the request cannot reasonably be made within the original time limit.
Police require until 30/11/2023 to provide a substantive response to your request.
You have the right, under section 28(3) of the OIA, to make a complaint to an Ombudsman about this extension.
If you wish to discuss any aspect of your request with us, including this decision, please feel free to contact [New Zealand Police request email]

The "Alcohol and drug impaired driving" chapter of the Police Manual has been superseded by the "Impaired driving" chapter, which was last proactively released by NZ Police in May 2023. It is also available on policepolicy.nz: https://policepolicy.nz/policies/impaire...
NZ Police published the "Police drug and alcohol policy" chapter of the Police Manual on their website yesterday, after having extracted it from their internal systems on 2 November: https://www.police.govt.nz/about-us/publ...
NZ Police often publish Police Manual chapters on their website after they have been requested under the OIA, before releasing them to the requester. They typically then point to that published version in their OIA response, so I expect when NZ Police eventually responds to your request (probably after having also published the "Expert evidence - drugs and gangs" chapter you requested) they will point you to that copy published on their website.
