I was informed via email that your internal account system "does not allow symbols and we are unable to change this". This is undoubtedly a security flaw and I'd love to know why this is.

We have interpreted your request:

No, my question is not "Why a system used by the National Library does not require the use of symbols for the setting of passwords". My question is "Why can you not create a password with a symbol in the system used by the National Library".
